Notice of Change to Operating Engineers Medical Plan

As a retiree or survivor enrolled in Operating Engineers Local 3 (OE3) medical plan, ACERA is notifying you of a change and temporary cost impact to your 2022 plan premiums. OE3 is requiring a late fee to be assessed on payments ACERA deducts for monthly premiums from your retirement payroll checks. ACERA is unable to change the premium payment submission to OE3 due to monthly payroll process timing. In order to resolve this issue and not be assessed with monthly late fees, the Board of Retirement supported a decision to have enrollees make a pre-payment at the beginning of the 2022 plan year. This pre-payment will be divided over a three month period starting with your December 31, 2021 retirement check (for January 2022 coverage). Therefore, you will pay one-third of your premium amount in addition to your normal monthly premium for the first three months covering the 2022 plan year, after which time, the amount will drop back down to the normal monthly cost. ACERA will offset these premium payments with one-third of the Monthly Medical Allowance subsidy for eligible enrollees (survivors are not eligible for this subsidy). Please see the charts below for premium amounts for 2022 plan coverage and expect an additional one-third of your plan premium to be deducted from your December, January, and February retirement payroll checks.

If you decide to discontinue coverage under OE3 medical plans and instead, enroll in a different ACERA-sponsored plan, you will need to provide ACERA and OE3 a written notice of disenrollment and ACERA with an enrollment form for new medical plan coverage by November 30. Note that ACERA contracts with Via Benefits for individual medical plan coverage for eligible enrollees. In order to acquire this coverage, an appointment must be made with a Via Benefits Benefit Advisors as soon as possible in order to enroll in plan by open enrollment deadlines.
