Private Health Care Exchange - Request for Proposal

The Alameda County Employees’ Retirement Association (ACERA) is seeking proposals from well established, financially stable organizations that offer individual Early Retiree plans through their exchange platform, administration of an HRA plan will be included. You are invited to quote on ACERA’s request in accordance with the specifications outlined in the Request for Proposal (RFP). 

ACERA has engaged Keenan & Associates to solicit Private Health Care Exchange proposals for their early retiree members. If a contract is awarded, the effective date of the contract and plan coverage will be January 1, 2015.

Submitted Proposals must delineate the Proposer’s qualifications and expertise in the format described in the RFP including a complete questionnaire response, all required attachments and exhibits. A Proposal under this RFP will not be considered complete unless it contains all of the items described herein. A Proposal that is not submitted in complete form to ACERA and Keenan & Associates by 4:00 p.m. Pacific Daylight Time on Monday, March 17, 2014, at the following addresses will be rejected. However, during the preliminary review stage only, ACERA, in the exercise of its exclusive discretion, may permit the Proposer to correct any error or omission.

Five (5) hard copies of the completed Proposal together with five (5) compact discs must be submitted in a sealed package and clearly marked with “RESPONSE TO REQUEST FOR PROPOSAL – PRIVATE HEALTH CARE EXCHANGE”. Send the Proposal with compact discs at the addresses shown above as follows:

• Three to ACERA
• Two to Keenan & Associates

Each of the Finalist Proposers eligible for further consideration will be required to appear for an oral interview with ACERA and Keenan & Associates staffs. The interview shall include participation by all key professionals under the contract. The Account Manager and Implementation Manager must be present. The interview will provide an opportunity for additional consideration of the Proposer’s organization, staff background and experience, range and quality of services and capabilities, and other specific areas of the Proposal where clarification is necessary. The interview will be held at ACERA’s office in Oakland, California on April 7, 2014, at a time to be determined by ACERA.

Proposers requiring clarification of the intent and content of this RFP, or the competitive Proposal process, may request clarification only by submitting written questions via mail, e-mail, or facsimile transmission to the address noted below. To ensure a response, questions must be received by Friday, February 28, 2014. Questions received by this date will be answered in writing, without identifying the source of the query, and distributed on or before Friday, March 7, 2014 to all parties who have expressed an interest in submitting a Proposal in response to this RFP.
