My name is Yeon Park, and I am proud to announce my candidacy for the Board of Trustees of the Alameda County Employees’ Retirement Association (ACERA). For 33 years, I have served as an employee of Alameda County Health Care Services. This long career has given me a deep, firsthand understanding of the commitment required to serve our community—and the absolute necessity of a secure retirement. I am running to be your voice on the Board, committed to ensuring that the Defined Benefit you have earned is protected and guaranteed.
My Commitment as Your Trustee
Prudent Fiduciary Management and Investment Returns
The primary duty of an ACERA Trustee is to be a responsible fiduciary. My goal is simple: to ensure the long-term health and stability of the $12 billion fund. I will advocate for prudent and disciplined investment strategies that prioritize security while achieving the robust returns necessary to maintain a fully funded system. Your pension is not a guarantee—it is a financial promise, and I will be vigilant in its defense.
Experienced Member Advocacy
As a career employee, I know how ACERA’s decisions impact on our daily lives and our future. My three decades in Alameda County Health Care Services provide me with a perspective that is grounded in the reality of county service. I will work to ensure that ACERA operations are participant-oriented and deliver the superior member services promised in the ACERA mission statement, making the process of planning for and entering retirement as clear and seamless as possible.
Accountability and Transparency
ACERA’s commitment to an open decision-making process is vital to maintaining member trust. I will pursue the highest standards of transparency in all Board activities and policy setting, ensuring that information regarding investment performance, funding status, and administrative costs is clear, accessible, and understandable to every member.
I am ready to put my 33 years of experience and dedication to work for you as an active and independent voice on the Board. I ask for your support to help me protect the retirement security of all ACERA members.

My name is Scott Ford, and I am running for election to the Board of the Alameda County Employees Retirement Association (ACERA). I believe my experience and serving the people of Alameda County, coupled with my knowledge of economics, will make me an asset to the ACERA Board and to all the members it represents.
ACERA is the organization that manages retirement benefits for employees and the Board of trustees is responsible for safeguarding those benefits through the careful investment of retirement contributions. The contributions you make, and their investment proceeds fund your pension. A portion of investment returns also fund a reserve account for non-vested benefits, including a medical allowance that helps offset the lifetime cost of healthcare in retirement, as well as a supplemental COLA to ensure that your purchasing power in retirement never falls below 85% from the date that you retire. As a Board member, I would work diligently with the other trustees to protect and ensure the current standard of retirement benefits.
My background meets the unique qualifications and standards required of a Board trustee. I have a BA in Economics, cum laude, from the University of San Diego and a JD from the University of San Francisco. For over 16 years I have served as a Deputy District Attorney for Alameda County. Having spent my career representing the public at large, I am keenly aware of the fiduciary obligations inherent as a Board trustee and will always act in the sole interest of the ACERA Trust, the members, and their beneficiaries.
The ACERA Pension Fund, while not fully funded, is financially strong at over 91% funding and is expected to be fully funded soon. If elected, I will continue that drive toward full funding and have the endorsement of the Investment Chair, George Wood, as well as other endorsements listed below.
It is my desire to work on your behalf to ensure that you have a retirement free from financial worry and am asking that you vote for me as your trustee representative for ACERA’s Board of Retirement.

Notice of Election
An election will be held from November 12, 2025 through December 17, 2025 to elect the
- THIRD MEMBER representing the General members.
on the ACERA Board of Retirement for the calendar years 2026 through 2028.
In accordance with Gov. Code § 31523, if only one candidate is certified for any designated seat, the Board of Supervisors shall order that no election be held and shall direct the Clerk of the Board of Supervisors to cast a unanimous ballot in favor of such nominated member.

Glossary
Active Members are currently employed by an ACERA participating employer and are working (or have worked) in a full-time retirement-eligible position.
Deferred Members have ceased active employment and have left their retirement contributions on deposit with ACERA—and have not yet retired.
General Members are members who are not Safety Members.
Safety Members work in law enforcement or positions that have been designated as Safety by the Board of Retirement (e.g., Sheriff’s Deputies, Probation Officers, etc.).
